MOTION MADE BY PORTER, SECONDED BY RIVARA to name Doug Karmarsic to the Fire and Police Commission. Karmarsic will replace Cam Valle, who tendered his resignation at the March 19, 2012, council meeting. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY RIVARA to table an agreement with iFiber pending revisions and clarifications needed per Attorney Andreoni. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY DANEKAS, SECONDED BY RIVARA to allow Bonnie Claudnic and Karen Fouth to hold a tag day in May to benefit the Susan G. Komen Walk for Breast Cancer. AYES: DANEKAS, PORTER, RIVARA, FINLEY. NAY: YBORRA. MOTION CARRIED. Commissioner Yborra explained that he felt the Susan G. Komen walk was “a great cause,” but felt that he needed to keep his word that he would not support more than 10 tag days a year.

MOTION MADE BY PORTER, SECONDED BY RIVARA to approve Bob Fischer’s request for a $500 donation to the “Cruisin’ for a Cause,” car show, which will be held August 14^th. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY PORTER to seek bids for three street projects. Yborra explained that this is a continuation of the storm sewer separation project. The Engineer’s estimate is $518,473.00 and will be paid for out of the bond funds. The projects include Woodland Avenue from Florence to Walnut Streets; First Street from School Street to Woodland Avenue; Glen Avenue from Walnut to First Streets. The bids will be opened Monday, April 16, at 10 a.m. at City Hall. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED

Mayor Finley then opened the floor for public comments:

Resident Drew Merriman again questioned the council about enforcement of the ordinances addressing burning and offered to drive Commissioner Porter and Chief Jim Knoblauch around town pointing out offenders. He also questioned the cost of the ambulance service and asked why the city hadn’t considered contracting for services like LaSalle had done. Commissioner Porter declined to comment.

Resident Tom Milby asked about the status of the Melody Jessen property and asked if the city could approach “the new owners and talk to them about maintaining it.” Attorney Andreoni said he believed that the persons who had purchased the taxes had decided not to purchase the property.

Commissioner/Mayor Reports:

Yborra – Said that Fischer Excavating would be back in town finishing the work that began this fall on the storm sewer separation project. Yborra said he expected that the firm had another two months of work left. Yborra also thanked the “electric department and other departments for their work on the new water line. He said that First, Watson and Maple Streets would be addressed as soon as the asphalt plant opened. He also mentioned that he hoped the new water line feeding First Street would be completed by the end of the week. Yborra also answered a question from the audience, noting that new regulations require some separation from sewer and water lines and that was why some property owners now have the buffalo box on the other side of the sidewalk.

Porter – Thanked Mr. Pillion and Oglesby School for allowing the Police Department to host their annual “Movie Night.”

Rivara – Asked Attorney Andreoni about property west of town that Rivara would like to see annexed into Oglesby. Andreoni said he was in the process of contacting the property owners.

Finley – Thanked the businesses who responded to the call for donations to support the Summer Fun Fest fireworks display. Finley noted that the fireworks would return to Summer Fun Fest Sunday evening at no cost to taxpayers.

Attorney Andreoni said he felt the fine needed to be increased to at least cover the city’s expense to prosecute offenders. He also said the change was needed to lessen the city’s responsibility to define “weed.” The new ordinance addresses the height of the grass/weeds and makes it easy for an “officer with a yardstick to take a picture” to prove it. AYES: DANEKAS, PORTER, RIVARA, FINLEY. MOTION CARRIED.

Mayor Finley then opened the floor for public comments:

Resident and part-time ambulance employee Rich Vicchi asked Commissioner Danekas what his thinking was behind his “no” vote for the ambulance transfer pay. Danekas responded that he had asked for documentation three weeks ago and hadn’t received the information he needed to make a decision.

Resident Tony Dennett asked the parks department to consider turning on the water to the fountain near the police station.

Resident and part-time firefighter Todd Misener questioned Commissioner Danekas further about his “no” vote, asking who he had requested the information from. Danekas replied that he had asked both Ambulance Director Cathie Edens and Ambulance Board president Rich Vollmer and had not received the information from either. Misener also asked if the city council “planned on having a quorum at other city meeting?” Mayor Finley replied that the individual commissioners had the right to attend other public meetings to gather information and that Misener was welcome to attend the meetings as well.

Misener then quizzed Commissioner Dominic Rivara on his comments last meeting about the expected rising cost of electricity from IMEA in the next year. Rivara reiterated that he has been told that increasing demand for power and a decreasing capacity to generate power (due to EPA regulations that are forcing the closure of some of the older fossil plants) could mean increases as much as 10 percent over the next year.

Commissioner/Mayor Reports:

Rivara – Said that they have located the source for the flickering lights south and west of town, they just now need to identify the exact cause. Announced that the city will start metering Comcast power usage. In the past, Comcast was charged a flat fee. That fee is believed to be well below the actual cost. Said he met with State Rep. Frank Mautino to discuss grants that might be available for lighting areas along Richard Moyle Highway. Announced that the city had received word from the IMEA that they would be making a change to the way they compute the Power Cost Adjustment. They will be reducing the PCA by a tenth of a cent each month for 10 months and increasing the base cost of electric by the same amount. While the city’s final bill will remain the same, it will necessitate a change in how the PCA charged city customers is computed each month. A new ordinance will be necessary. Requested a working meeting to look at ways to cut costs, noting that the general fund is $3.5 million in debt.

Porter – Announced that the third annual movie night sponsored by the Police Dept. will be Friday, March 23, at Lincoln School. The event includes entertainment by The Little People, food and drink, and the showing of CARS II. The event is free to children who attend Oglesby Schools.

Finley – Asked for a moment of silence for former city employee Dave Knoblauch, who died unexpectedly earlier this month. Dave had worked as a part time meter reader for a number of years. Thanked Washington School, the American Legion and Marine Corps. League for their help with the Shades of Blue concert. Announced that Summer Fun Fest planning is well underway and told the council that fundraising for the Sunday night fireworks was nearing goal, with just a little more than $1,000 needed. Fund-raising for the 2013 Summer Fun Fest will kick off on New Year’s Eve with another appearance by the Dueling Pianos, Finley said. He thanked the electric department for its prompt response to an electrical outage a week ago and also thanked Bob Ghighi of the Parks Department for heading up the effort to combine departmental purchases of like goods to save costs.

Rivara then reminded residents — in Commissioner Yborra’s absence — of the electronic waste recycling event, April 21, from 9 a.m. to 1 p.m. at LeHigh Park; hydrant flushing on April 19 from 5 a.m. to 3 p.m.; chipping on Monday, May 5 with items to be placed on the berms by 6 a.m. and appliance pickup on May 14^th, items should be on the berm by 6 a.m.

Chris Paul, a representative from Lincoln College, explained the college’s Accelerated Bridge to Education program through IVCC. The program offers bachelor’s degrees in several fields: criminal justice, business administration, health services administration and general liberal arts. Participants may earn up to 27 credit hours a year through the program. Paul told the council this is an attractive alternative program for persons who wish to continue working fulltime.

A MOTION WAS MADE BY PORTER, SECONDED BY YBORRA to place on file an Electronic Waste Recycling agreement with Advanced Technology Recycling to handle the city’s e-waste recycling program. Commissioner Porter told the council he felt that ATR offered “the best fit for the city” at this time. He announced that the first recycling event will be offered Saturday, April 21^st, from 9 a.m. to 1 p.m. at LeHigh Park at no cost to the city. A second event will be offered sometime in the fall. A MOTION WAS MADE BY PORTER, SECONDED BY DANEKAS to approve a donation of $500 to Kevin Marzetta’s Downtown Car Show. The car show will be held Saturday, June 23, from 3 to 8 p.m. Porter said the $500 donation was similar to the donation approved at the last council meeting for the Harvest Fest Car show and noted that the proceeds from the car show go to ambulance services. Porter pointed out that the letter also requested permission to collect funds outside of Oglesby businesses as well. MOTION MADE BY PORTER, SECONDED BY YBORRA to place an ordinance establishing rates of pay for ambulance service transfers on file. AYES: PORTER, YBORRA, FINLEY. PASS: DANEKAS, RIVARA. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY PORTER to place on file the bids for Phase II of McPhedran Park which includes the walking path, parking lot and playground area. John Pohar & Sons was apparent low bidder at $86,604.00. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY RIVARA to place the bids for the playground equipment on file. GameTime is the apparent low bidder at $57,544.69. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

Commissioner Rivara then told the council that a recent change by the IMEA in the way they compute the charges the electric Power Cost Adjustment will require a change in the city’s rates. Rivara also said that he has heard that rates could be going up as much as 15 percent over the next year and that a rate increase will be necessary. “We can’t keep kicking the can down the road. … We have to generate enough income to pay our bills,” he said. Rivara said that the city’s departments need to look for ways to cut costs. Oglesby resident Todd Misener asked Rivara what the electric department had done to cut costs. Rivara replied that his department was under orders to not purchase anything unless it was necessary to provide service; three bids were required for large purchases and he was looking at ways to coordinate purchases for like materials with other IMEA members to get a better price.

Commissioner/Mayor reports:

· RIVARA thanked Commissioners Danekas, Yborra and Mayor Finley for having their employees meet to discuss ways to cut costs. Rivara would like to see a purchasing program put in place. He also noted that the IMEA was going to provide fault meters to help correct the ongoing problem with flickering lights.

· YBORRA announced that both appliance pickup and spring chipping would begin sometime in the first couple of weeks of May. He also mentioned that the storm sewer separation project would resume shortly and with good weather, it should be finished in 6 to 8 weeks.

· PORTER said that he was planning a movie night for March 23.

· Mayor Finley reminded residents of the United States Air Force Shades of Blue jazz concert on Saturday, March 10 at 7 p.m. at Oglesby Washington Gymnasium.
