A REGULAR MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, DECEMNER 2, 2019, AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.
PRESENT: COMMISSIONERS ARGUBRIGHT, CULLINAN CURRAN, LIJEWSKI, MAYOR RIVARA, ATTORNEY JIM ANDREONI AND CITY CLERK EITUTIS.

A MOTION WAS MADE BY CULLINAN, SECONDED BY LIJWESKI to Approve Ordinance 1093-120219 establishing the terms of employment, including the wage structure for the Oglesby Chief of Police. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.
A MOTION WAS MADE BY CULLINAN, SECONDED BY ARGUBRIGHT to approve Ordinance 1094-120219 Execution of a grievance settlement between the City of Oglesby and the Fraternal Order of Police. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.
A MOTION WAS MADE BY LIJEWSKI, SECONDED BY ARGUBRIGHT to place on file Ordinance 1095-121619 an Ordinance amending Ordinance 1081-091619 authorizing golf carts/neighborhood vehicles for use within limits of the city of Oglesby. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to place on file Ordinance 1096-121619 an Ordinance abating the taxes heretofore levied for the year 2019 payable in the year 2020, to pay debt service on general obligation bonds, series 2013. AYES: ARGUBRIGHT, CULLINAN, LIJEWSKI, RIVARA. CURRAN abstains.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to place on file Ordinance 1098-121619 an Ordinance Abating the taxes heretofore levied for the year 2019, payable in 2020 to pay debt service on general obligation bonds, 2010B. AYES: ARGUBRIGHT, CULLINAN, LIJEWSKI, RIVARA. CURRAN abstains.
A MOTION WAS MADE BY ARGUBRIGHT SECONDED BY CULLINAN to place on file Ordinance 1099-121619 an Ordinance levying taxes for all corporate purposes for the City of Oglesby for the fiscal year beginning 05/01/2019 ending 04/30/2020. AYES: ARGUBRIGHT, CULLINAN, LIJEWSKI, RIVARA. CURRAN abstains.
Attorney Andreoni gives explanation what ordinances 1096-1099 mean in regards to the City of Oglesby. Without adoption of the Ordinances the City will be indebted for approximately $900,000.00. Attorney Andreoni goes on to further explain how the levy works and what levying does within a municipality. Police pension and bonds are discussed at great length. Curran questions Andreoni about some of his concerns with the proposed Ordinances. Attorney Andreoni goes into further details in regards to the levys. Mayor Rivara questions the City’s standing in regards to the police pension fund. Attorney Andreoni discusses the Police Pension fund and investments and rate of return.
A discussion of the water rate study is initiated by Curran. Curran provides information on the study’s findings. Argubright asks Curran about future projects and funding. Curran states the City is operating on a thin budget in regards to the water department. Curran goes over the proposed rate increases and how it would effect the City and the residents. Mayor Rivara questions giving senior citizens a discount to which Attorney Andreoni says he will have to look into that. Mayor Rivara agrees that a rate increase is needed. Curran states the Oglesby’s water rates are the lowest in the area. Rivara states because of that the City cannot qualify for grants. A discussion is had on different rate structures.

Public Comment: Verne Siemers asks a questions from the audience but does not approach the podium. Scott Stavrakas approaches the podium. He discusses the flooding in his residence. He talks about the issues of where the water from the 223 duplex runs. Mr. Stavrakas questions what the City can do to fix the issue. Mayor Rivara states the City is already looking into the issue and gives further information.
Lijewski- acknowledges Ambulance Director Cathie Edens being featured in a local news article over the past weekend regarding women in charge of their respective fields.
Curran – water: Prospect street repairs are done. There is repair work to be finished East of Cookie Kingdom. Leaf vac will be extended through 12/06/2019.
Cullinan- Shop with a Cop program will continue this year.
Mayor Rivara- none.
