Regular Meeting Minutes: October 18, 2021

A REGULAR MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY , OCTOBER 18, 2021 AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.

PRESENT: COMMISSIONERS ARGUBRIGHT, CULLINAN, CURRAN, MAYOR RIVARA, ATTORNEY BARRY AND CITY CLERK EITUTIS. ABSENT: CULLINAN

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve the regular meeting minutes from October 4, 2021. AYES: ARGUBRIGHT, CURRAN, LIJEWSKI, RIVARA. ABSENT: CULLINAN

Mayor Rivara announces that Commissioner Cullinan is out of town.
A MOTION WAS MADE BY ARGUBRIGHT SECONDED BY CURRAN to approve bills as presented for payment. AYES: ARGUBRIGHT, CURRAN, LIJEWSKI, RIVARA. ABSENT: CULLINAN

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to approve 3rd quarter building permits in the amount of $233,802.00 AYES: ARGUBRIGHT, CURRAN, LIJEWSKI, RIVARA. ABSENT: CULLINAN
A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to approve the hiring of one full time officer for the Oglesby Police Department whose salary is to be paid from drug fund money. Mayor Rivara states that the City is in negotiations with IVCC for the hiring of additional officer. Commissioner Lijewski states the Officer for the college will be paid for by the college and the additional full time officer for the department will be paid for through drug fund money. Commissioner Argubright asks if there is an intergovernmental agreement with IVCC? Mayor Rivara states there is one for the part time Officer. Mayor Rivara has met with a representative from the college and gives details of what the college is requesting. Commissioner Curran asks about the additional costs such as insurance and pension. Commissioner Argubright wants to see the intergovernmental agreement first before approving anything. Commissioner Lijewski states an estimate of pension and insurance was added to the hourly rate. Mayor Rivara suggests tabling if necessary but feels it benefits the college and the City and does not want to take a financial hit on the hiring. Commissioner Curran agrees it is a good idea in regards to the hire but feels the right thing to do is have the agreement first. Commissioner Lijewski asks if the agenda item can be separated? Commissioner Argubright if the college has staffing issues? Also, if the college is wanting the same person for the entire shift? Mayor Rivara states they do not. The council agrees to the approval for the recommendation of the hiring of one full time office and to table the matter of the additional officer for Illinois Valley Community College. AYES: ARGUBRIGHT, CURRAN, LIJEWSKI, RIVARA. ABSENT: CULLINAN.
A MOTION WAS MADE BY LIJEWSKI , SECONDED BY ARGUBRIGHT to seek bids for the demolition of the Reisner Building located at 246 east Walnut Street, Oglesby Illinois. AYES: ARGUBRIGHT, CURRAN, LIJEWKSI, RIVARA. ABSENT: CULLINAN. Mayor Rivara explains that because a grant was awarded bids must be solicited.
A MOTION WAS MADE BY CURRAN, SECONDED BY LIJEWSKI to place on file obtaining BHMG for engineering services for Mallick sub terminal design. AYES: ARGUBRIGHT, CURRAN, LIJEWSKI, RIVARA. Commissioner Curran explains that City isn’t certain what services will be expanded as of yet. The fee is $65,000.00 for expanding the circuits. Commissioner Argubright asks what the cost is to put in a second feed to the City? Commissioner Curran states $811,000.00 which does not include the automated switching or the second transformer. The total for everything is estimated to be 1.6 million dollars.
A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to accept the bid from Spectra Tech to seal two manholes in the amount of $7,620.00 AYES: ARGUBRIGHT, CURRAN, LIJEWSKI, RIVARA. Commissioner Curran explains there are two manholes that are leaking and storm water is getting into the sanitary system.
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to approve the request from Bulldog’s Bar to close South Glen Avenue from Walnut Street south to the alleyway on 10/29/2021 from 3:00-11:59 p.m. for the Witches & Warlock Walk. AYES: ARGUBRIGHT, CURRAN, LIJEWSKI, RIVARA.

Commissioner Reports:
Argubright: explains that there was a billing error caused by BHMG engineering in the discount of GTI. The calculation given by the engineering firm included a discount to the residents and it should not have, the amount it was underpaid was approximately $80,000.00. Over the next 6 months residents can expect around $1.30 per month added to their bills to make up the shortage. Commissioner Curran states the power cost adjustment will be slightly more than it would normally be during the winter time due to this error.
Lijewski: Ambulance Department had 60 calls, of which 10 were transfers. The Fire Department had 18 calls. Twenty of the 35 fire department’s self-contained breathing apparatus’s need to be replaced at a cost $799.00 each. Commissioner Lijewski said it’s a safety issue and needs to be done. A grant was applied for for the replacement of the tanks but was denied. The Police Department accomplished a lot of mandatory training: all officer qualified with their duty weapons, Assistant Chief Margis & Sergeant Valle attended sexual assault investigation training, Assistant Chief Margis and Officer Barnes attended active shooter training, Officer Barnes attended breath alcohol operator training and Officer Rivara completing mandatory 40 hours of firearms training. A meeting was held with the Superintendent of Lincoln School to solve the parking/traffic issue. Sergeant Gonzalez was named the September Office of the Month.
Curran: Leaf pick up is ongoing and branch chipping will begin the week of November 22, 2021.
Cullinan: ABSENT
Mayor’s report: Thanks the employees, businesses and everyone who helped make Harvest Fest a success. Announces that Trick or Treat will be held on 10/31/2021 from 5:00-7:00 p.m. and sees no reason to move the date or time.
