Regular Meeting Minutes: September 21, 2020

A REGULAR MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, SEPTEMBER 21, 2020 AT CITY HALL.  THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.

PRESENT:  COMMISSIONERS ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, MAYOR RIVARA, ATTORNEY ENRICO EATTONI AND CITY CLERK EITUTIS.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY ARGUBRGIHT to approve the regular meeting minutes from September 8, 2020.   AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

Public comments on agenda items only:   John Vezzetti addresses the council in regards to Ordinances 1127-092120 and 1128-092120 and explains to the Council how by refinancing the 2020A & B bonds the city will save money.  The current rate is 3.61% and Mr. Vezzetti hopes to reduce it by half.

A MOTION WAS MADE BY CURRAN, SECONDED BY LIJEWSKI to approve ordinance 1126-092120 an ordinance granting a variance from the off-street parking requirements of the Oglesby Illinois Land Development Code for GTI Oglesby, LLC.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.    Commissioner Curran explains the ordinance.

 

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve ordinance 1127-092120 an ordinance authorizing and providing for the issuance of not to exceed $1,400,000 aggregate principal amount Taxable General Obligation Refunding Bonds (Alternat Revenue Source), Series 2020A of the City of Oglesby, LaSalle County, Illinois, and for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to Approve ordinance 1128-092120 an ordinance authorizing and providing for the issuance of not to exceed $1,320,000 aggregate principal amount Taxable General Obligation Refunding Bonds (Alternat Revenue Source), Series 2020B of the City of Oglesby, LaSalle County, Illinois, and for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to place on file 1128-092120 an ordinance authorizing and providing for the issuance of not to exceed $1,320,000 aggregate principal amount Taxable General Obligation Refunding Bonds (Alternative Revenue Source), Series 2020B of the City of Oglesby, LaSalle County, Illinois, and for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI Approve 1129-092120 an ordinance adopting a Hazard Mitigation Plan for the city of Oglesby.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.  Commissioner Curran explains that by adopting the Hazard Mitigation Plan it may help the city when applying for grants.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to place on file 1130-100520 an ordinance amending Chapter 10.24, stopping, standing and parking of Title 10, vehicles and traffic of the Oglesby city code.   AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.   Commissioner Curran explains the changes in the ordinance in regards to the length of parking and areas affected.

Commissioner Curran goes over the results of the limited street parking survey.  Commissioner Curran suggests discussing the survey results at the next working meeting.  Commissioner Argubright questions available parking spaces.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve a Building Improvement Grant to Greg Boggio for the Oglesby Laundromat.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.  Commissioner Argubright states it is for window replacement and a new sign.

Commissioner Reports:

Argubright:  states that late fees and shut offs will be implemented in October and encouraged residents to call City Hall if they needed more time or to just give an update and set up a payment plan.

Lijewski:   nothing from ambulance or fire department to report.  The police department will have a new truck arriving soon.  New part time officers that will be starting soon are: Rick Piscia, Joel Smith, Scott Nuftel, Tony Puleo, Luke Radtke and Randy Reilley.  There will now be 12 part time officers within the department.

Curran:   The electric department is still working on the issue caused by the derecho.  Commissioner Curran stated that nailing notices to electric poles is not allowed.

Cullinan:   none

Mayor’s report:   Vertical Bridge is wanting to buy out their lease form the city.  The monthly lease payment is $ 1,025.00.  The buyout cost is $ 153,750.00.  The Mayor and Commissioner Argubright want to have a cash value analysis done Commissioner Argubright has a concern that Vertical bridge will have that tower forever and it may not be in the best interest of the city.  Mayor Rivara would like to have a working meeting on 09/28/2020.  All commissioners are available.
