MOTION MADE BY PORTER, SECONDED BY YBORRA to grant a solicitor’s license to VIVINT, Inc., a home-security provider.  Porter noted that the firm had complied with the requirements set forth by ordinance. AYES: DANEKAS, PORTER, YBORRA, FINLEY. NAYES: RIVARA. MOTION CARRIED.

 

A request via petition for the city to accept the road commonly known as Edna’s Way and make it into a city street died for lack of a motion.  Commissioner Yborra commented that he did not see a value to the city.

 

MOTION BY YBORRA, SECONDED BY RIVARA to adopt the Wage & Salary Ordinance for non-union employees. AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

MOTION BY YBORRA, SECONDED BY PORTER to place on file the bids for the storm sewer separation project. Commissioner Yborra said bids ranged from $1,892,085.91 to $2,493,954.25.  The engineer’s estimate was $2,242,826.00. Yborra said he hoped the project would start this year and be completed by next summer.  AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

MOTION BY PORTER, SECONDED BY RIVARA to adopt the Prevailing Wage Ordinance.  Attorney Andreoni explained to the council that the city is required by law to determine the prevailing wage and pass the ordinance on an annual basis.  AYES:  PORTER, RIVARA, YBORRA, FINLEY; PASS: DANEKAS.  MOTION CARRIED.

 

MOTION BY DANEKAS, SECONDED BY PORTER, to table the Appropriations Ordinance for 2011-12.  Commissioner Danekas said he was working with Attorney Andreoni and expected to have it ready for the special meeting on Monday, June 27. AYES:  DANEKAS, PORTER. RIVARA, YBORRA, FINLEY. MOTION PASSED.

 

 

The Mayor then opened the floor to public comments and questions:

 

1.      Greg Stein asked for clarification on what the McPhedran Park bid included.  Engineer Jack Kusek, of McClure Engineering, said the bid included the excavation of the lake, seeding and the dam outlet.  The exercise equipment and fishing dock are not included in this bid.

 

COMMISSIONER/MAYOR REPORTS:

 

COMMISSIONER RIVARA

1.      Announced that testing of the city’s 3-phase (commercial/industrial) meters will take place in the later part of July.  After all the meters are tested, the electrical department will create a rotating schedule for testing.

 

COMMISSIONER YBORRA: 

1.      Reminded residents that work on Route 71 will begin soon and said the water tower should be up and online in July.

MAYOR FINLEY:

1.       Thanked the previous building, electrical and plumbing inspectors for their four years of service to the city.  Finley also thanked former city attorney Vince Brolley for his service.

2.      Congratulated Oglesby resident Christy Savellano, the daughter of Mr. and Mrs. Drew Merriman, who was recognized by Comcast Cable.

3.      Announced that the Design & Review Board would meet at 6 p.m. Thursday, June 23, to discuss developing criteria for design and landscaping standards.

4.      Announced a special meeting to be held Monday, June 27, at 5 p.m. to award the bid for McPhedran Park.

 A SPECIAL MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, JUNE 27, 2011, AT 5:01 P.M. IN THE COUNCIL CHAMBERS.

 

PRESENT:  MAYOR FINLEY AND COMMISSIONERS DANEKAS, PORTER, RIVARA, ATTORNEY JAMES ANDREONI.  ABSENT: DENNIS YBORRA.

 

The City Council discussed the McPhedran Park project at length, with the discussion focusing on the what costs the city will bear and what costs are covered under the grant.  Attorney

Andreoni explained that with the OSLAD grant, the city pays all costs upfront and that IDNR will reimburse the city.  However, engineer Jack Kusek said that the Illinois Department of Natural Resources had indicated that they were willing to pay in installments.

 

MOTION BY PORTER, SECONDED BY DANEKAS to accept the low bidder, John Pohar & Sons, at a cost of $648.000 for McPhedran Park excavating, seeding and the outlet structure.  AYES: DANEKAS, PORTER, RIVARA, FINLEY. MOTION CARRIED.

 

MOTION BY DANEKAS, SECONDED BY RIVARA to place the 2011-12 Appropriations Ordinance on file for public viewing. Attorney Andreoni noted that the ordinance wouldn’t be voted on until the July 18, 2011, meeting.  He also explained that the Approprations Ordinance “simply establishes the maximum amount that can be spent by a municipality.”  He also said that the appropriations ordinance should not be looked at as a budget.  AYES: DANEKAS, PORTER, RIVARA, FINLEY.  MOTION CARRIED

 

COMMISSIONER/MAYOR REPORTS:

 

COMMISSIONER DANEKAS

Said the council needed to sit down and discuss ways to generate revenue and cut expenses.  Danekas warned that that hard decisions needed to be made and that the city “needed a plan” to address budget issues.

 

COMMISSIONER RIVARA 

      Echoed Commissioner Danekas’ sentiments and said his department was doing its part by looking at establishing a rate schedule for fees for materials and services currently provided at no charge and that a rate increase was possible.

ATTORNEY JAMES ANDREONI reported that he was waiting for an update from Building Inspector Brian Spelich before taking any action against Gary Balzarini, who owns property at 354 E. Florence St.  Balzarini was given until June to make substantial progress towards addressing the condition of his property or be fined.

 

MOTION MADE BY PORTER, SECONDED BY YBORRA to place on file the Wage and Salary Ordinance for non-union employees. AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

MOTION MADE BY PORTER, SECONDED BY RIVARA to place on file the ordinance establishing wages for the Oglesby Ambulance Service part time employees.  Attorney Andreoni explained that he created a second ordinance to specifically address part-time employees who have received incremental increases on the base pay set for the positions. AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

 

MOTION BY YBORRA, SECONDED BY PORTER, to donate $200 to the Voluntary Action Center.  The center provides meals and transportation to Oglesby senior citizens. AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

MOTION BY PORTER, SECONDED BY YBORRA, to donate $500 to Marge and Bob Fisher’s annual car show.  Proceeds from the car show benefit cystic fibrosis.  Commissioner Yborra noted that the Fishers have raised more than $80,000 during the car show’s run.  AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

The Mayor then opened the floor to public comments and questions:

 

1.      Sarah Cudlip asked if city employees were tested for drugs.  She was told that city employees are randomly tested for drugs.

 

COMMISSIONER/MAYOR REPORTS:

 

COMMISSIONER RIVARA

1.      Announced that the city’s work preparing for the IDOT 4 corners project was basically done.  The cost of the work was estimated to be around $157,000, and that figure did not include the poles or man hours.

2.      Said the city is looking into a number of night lights that are unmetered in an effort to account for more than 1.8 million Kwh of unbilled/unmetered electricity a year.  He said the electric department is working on a schedule of costs for moving poles, wire, etc. and hopes to have it done in the next couple of months.  He also said that testing of the city’s 3-phase (commercial/industrial) meters will take place in the near future.

 

COMMISSIONER YBORRA: 

1.      Said the city is putting larvaecide in catch basins for mosquito control.

COMMISSIONER PORTER: 

1.      Reminded residents about the upcoming Oglesby Police Department’s bike safety rodeo on Saturday, June 11, 10 a.m. to noon.

 


MAYOR FINLEY:

1.       Reminded residents that fishing and hunting licenses are now available at City Hall.

2.       Announced that the bid opening for the McPhedren Park clearing had been changed
 to June 15th instead of June 8th.

3.       Noted that the schedule of events had been set for the Summer Fun Fest on July 7-10, and could be found on the website, www.summerfunfest.blogpsot.com.  He also mentioned the need for volunteers.
