A MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, APRIL 16, 2012, AT CITY HALL.  THE MEETING WAS CALLED TO ORDER AT 7 P.M.

A MOTION WAS MADE BY YBORRA, SECONDED BY RIVARA to table discussion of the agreement with iFiber.  AYES:  DANEKAS, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY RIVARA to place the bids for the last phase of the storm sewer separation project on file.  Yborra explained that this is a continuation of the storm sewer separation project.  The projects include Woodland Avenue from Florence to Walnut Streets; First Street from School Street to Woodland Avenue; Glen Avenue from Walnut to First Streets. Yborra said that the project was a concrete ‘total replacement.’ AYES:  DANEKAS, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY RIVARA to refer a request by Dave and Debbie Ernat to annex a portion of their land into the city to the appropriate committee.  Ernat told the council his son wanted to build a home on the property to be annexed. AYES:  DANEKAS, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY RIVARA to place Building Inspector Brian Spelich’s 1st Quarter Building Permits Report on file.   AYES:  DANEKAS, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY DANEKAS SECONDED BY YBORRA to place a land lease agreement with Jack Mills on file.  Mills farms city-owned land near the Emergency Services Building. AYES:  DANEKAS, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY DANEKAS to accept the recommendation from the Design Review Board regarding Don Biagini’s request to erect more storage buildings on his property. AYES: DANEKAS, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY DANEKAS to accept the recommendation from the Design Review Board regarding Mike Biagini’s request to erect more storage buildings on his property. AYES: DANEKAS, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

Mayor Finley then opened the floor for public comments:

A resident of 415 E. Second Street told the council that “they don’t have it right,” referring to recent street work in his neighborhood.  Commissioner Yborra told the man he would meet with him after the meeting.

Commissioner/Mayor Reports:

            Danekas – Announced a working meeting on Thursday, April 19, at 5:30 p.m.

            Rivara – Said that letters had gone out to property owners of land the city is interested in annexing.  He explained that the property represents the city’s best opportunity for growth.  He also said that he was working with Ameren concerning a power line to the subdivision that would give the city another “loop feed.”  Rivara also asked Mayor Finley to schedule another meeting with employees to continue the talk about cost-saving measures.

            Yborra – Reminded residents of the e-waste recycling event Saturday, April 21 and that chipping of branches would be done the week of May 7.  Limbs must be on the berm by 6 a.m. Monday.  Yborra also went on record saying he was “extremely pleased” to see the number of bidders on the projects just bid.  “I feel very fortunate,” Yborra said, noting that more bids results in a better price for the city

Finley    Pleaded with the public to stay off the property near the Vermillion River to give the grass that was just planted time to take hold. He also thanked Mertel Gravel and Illinois Cement for their donation of cement for the fishing pier and thanked city employees Bob Ghighi and Trapper (Robert Kuhar) for their hard work.  He also thanked the street and electrical departments for their efforts.  He thanked Local 195 for donating the labor to build the pier.  Finley also mentioned that he had received a letter from the Illinois Department of Transportation concerning work on Walnut Ave at I-39 to be done this summer.

In other matters, the mayor announced VAC’s 3rd annual Taco Night on April 26 at the Elks Lodge from 4 to 6:30 p.m.  and the Mayor’s Parade, which will be held Saturday, May 12.

MOTION MADE BY PORTER, SECONDED BY RIVARA to name Doug Karmarsic to the Fire and Police Commission.  Karmarsic will replace Cam Valle, who tendered his resignation at the March 19, 2012, council meeting. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY RIVARA to table an agreement with iFiber pending revisions and clarifications needed per Attorney Andreoni.  AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY DANEKAS, SECONDED BY RIVARA to allow Bonnie Claudnic and Karen Fouth to hold a tag day in May to benefit the Susan G. Komen Walk for Breast Cancer.   AYES:  DANEKAS, PORTER, RIVARA, FINLEY. NAY:  YBORRA. MOTION CARRIED.  Commissioner Yborra explained that he felt the Susan G. Komen walk was “a great cause,” but felt that he needed to keep his word that he would not support more than 10 tag days a year.

MOTION MADE BY PORTER, SECONDED BY RIVARA to approve Bob Fischer’s request for a $500 donation to the “Cruisin’ for a Cause,” car show, which will be held August 14th. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY PORTER to seek bids for three street projects. Yborra explained that this is a continuation of the storm sewer separation project.  The Engineer’s estimate is $518,473.00 and will be paid for out of the bond funds. The projects include Woodland Avenue from Florence to Walnut Streets; First Street from School Street to Woodland Avenue; Glen Avenue from Walnut to First Streets. The bids will be opened Monday, April 16, at 10 a.m. at City Hall.  AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED

Mayor Finley then opened the floor for public comments:

            Resident Drew Merriman again questioned the council about enforcement of the ordinances addressing burning and offered to drive Commissioner Porter and Chief Jim Knoblauch around town pointing out offenders. He also questioned the cost of the ambulance service and asked why the city hadn’t considered contracting for services like LaSalle had done.  Commissioner Porter declined to comment.

            Resident Tom Milby asked about the status of the Melody Jessen property and asked if the city could approach “the new owners and talk to them about maintaining it.”  Attorney Andreoni said he believed that the persons who had purchased the taxes had decided not to purchase the property.

 Commissioner/Mayor Reports:

            Yborra – Said that Fischer Excavating would be back in town finishing the work that began this fall on the storm sewer separation project.  Yborra said he expected that the firm had another two months of work left.  Yborra also thanked the “electric department and  other departments for their work on the new water line.  He said that First, Watson and Maple Streets would be addressed as soon as the asphalt plant opened.  He also mentioned that he hoped the new water line feeding First Street would be completed by the end of the week.  Yborra also answered a question from the audience, noting that new regulations require some separation from sewer and water lines and that was why some property owners now have the buffalo box on the other side of the sidewalk.

Porter – Thanked Mr. Pillion and Oglesby School for allowing the Police Department to host their annual “Movie Night.”

            Rivara – Asked Attorney Andreoni about property west of town that Rivara would like to see annexed into Oglesby.  Andreoni said he was in the process of contacting the property owners.

Finley – Thanked the businesses who responded to the call for donations to support the Summer Fun Fest fireworks display.  Finley noted that the fireworks would return to Summer Fun Fest Sunday evening at no cost to taxpayers.
