A MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, MAY 2, 2011, AT 7:00 P.M. IN THE COUNCIL CHAMBERS.

MAYOR FINLEY opened the floor for public comments:

o   Jim Clinard, Chamlin Associates, responded to a concern presented at the last council meeting from Greg Crabbe concerning storm water runoff near his home.  Clinard told the council he had checked on the situation during a recent heavy rain and noted that the storm water retention from Creekside Subdivision was working properly. Clinard said he had spoken with Crabbe, Kenny Henry, the former owner, Jerry Scott and the Department of Transportation about the situation and would be sending a report of his findings to the mayor and council.

 

 

 

 

 

 

 

COMMISSIONER/MAYOR REPORTS:

 

COMMISSIONER CAREY:

1.      Wished the new council ‘the best of luck’.

2.      Suggested that the city consider limiting the number of tag days held at the four corners.

 

COMMISSIONER YBORRA: 

1.      Extended his condolences to Supt. Jim Vohs on the passing of his father. 

2.      Announced that the city will be offering one-time sewer fee credits for those filling swimming pools.  Residents should call city hall with the pool diameter and depth to receive the credit. 

3.      Announced chipping would take place the week of May 9th.

4.      Agreed with Commissioner Carey regarding limiting tag days.

5.      Said that he had asked Attorney Andreoni’s help in seeking payment from a water customer with a large past due bill.

 

COMMISSIONER PORTER:

1.      Told the audience he looked forward to serving the city for another four years.

 

MAYOR FINLEY

2.      Thanked out-going Commissioner Carey for his service to the city as Electric Commissioner.

3.      Reminded residents that signups for the summer rec program would be held Saturday, May 7 from 9 to 11 a.m.

 

MOVED BY PORTER, SECONDED BY CAREY to accept the results of the April 5, 2011,  election, as presented by the county canvassing board. AYES:  CAREY, DANEKAS, PORTER, YBORRA, MAYOR FINLEY.  MOTION CARRIED.

 

CITY CLERK BECKY CLINARD     then swore in Donald Finley as Mayor, and Dominic Rivara, Dennis Yborra, Tom Porter and Paul Danekas as Commissioners.  James Knoblauch was sworn in as Chief of Police.

 

MOVED BY PORTER, SECONDED BY DANEKAS to approve the $370 participation contribution request from Illinois Valley Crimestoppers. Commissioner Porter noted that the contribution had decreased from $500 to $370 after the organization decided to base the fee on population. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

 

MOVED BY DANEKAS, SECONDED BY PORTER to       refer final plans for McPhedran Park to a joint meeting of the Plan Commission and Park Board. Mayor Finley said this meeting would be held Monday, May 9, at 6 p.m. at city hall. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

MOVED BY YBORRA, SECONDED BY PORTER, to appoint Becky Clinard City Clerk with a term to expire April 30, 2015. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

 

MOVED BY PORTER, SECONDED BY RIVARA, to appoint Jim Andreoni City Attorney with a term to expire April 30, 2015. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

MOVED BY PORTER, SECONDED BY YBORRA, (at 7:18 p.m.) to enter into executive session to discuss “the appointment, employment, compensation, discipline, performance or dismissal of specific employees or legal counsel for the public body.”

 

 

The council returned from executive session at 7:44 p.m.

 

MOVED BY PORTER, SECONDED BY YBORRA to name Dom Rivara Commissioner of Electric. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

MOVED BY PORTER, SECONDED BY RIVARA to name Dennis Yborra Commissioner of Streets, Water and Wastewater. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED

 

MOVED BY PORTER, SECONDED BY RIVARA to name Paul Danekas Commissioner of Finance. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED

 

MOVED BY YBORRA, SECONDED BY DANEKAS to name Tom Porter Commissioner of Public Health and Safety. AYES:  DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED

 

MOVED BY PORTER, SECONDED BY YBORRA to accept the slate of appointments as presented by Mayor Finley with terms to expire  April 30, 2015, unless otherwise noted: Jay Baxter, city treasurer.
