 A MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, MAY 16, 2011, AT 7:01 P.M. IN THE COUNCIL CHAMBERS.

MOTION BY PORTER, SECONDED BY YBORRA, to grant permission to the Oglesby Ambulance Service to sell tickets door-to-door for their pork chop dinner and to waive the $25 license fee.  AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

 

MOTION BY PORTER, SECONDED BY YBORRA, to accept the results of the Oglesby Fire Department Co. No. 1 election of officers: Captain, Mike Margis; 1st Lieutenant, Randy Kellet; 2nd Lieutenant, Dusty Shan, Hose Foreman, Ben Sargent; President, Tim Ploch; Vice President, Ben Sargent; Secretary, Randy Popurella, Jr.; Trustee, Todd Misener.  Ron Popurella was elected Fire Chief and Mark Ambrose was elected Assistant Fire Chief. AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

MOTION BY YBORRA, SECONDED BY PORTER to place the motor fuel tax allotment for April, 2011, in the amount of $7,527.11 on file.  AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

MOTION BY DANEKAS, SECONDED BY RIVARA to place the state sale tax report for April, 2011, in the amount of $18,310.28 on file.  AYES DANEKAS, PORTER, RIVARA, YBORRA, FINLEY.  MOTION CARRIED.

 

MOTION BY PORTER, SECONDED BY DANEKAS to accept the Plan Commission and Park Board’s recommendation that the revised design of McPhedran Park be accepted. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

 

MOTION BY YBORRA, SECONDED BY RIVARA to authorize engineer Jack Kusek to bid out the earthmoving work for McPhedran Park. The bids will be opened June 8th at 3 p.m. at City Hall.  AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

 

MOTION BY DANEKAS, SECONDED BY PORTER to accept the recommendations of the Design Review Board to approve the building permit for Alliance Dental’s new building at 540 W. Walnut subject to the following changes: (1) that the sign be relocated to the southwest corner of the lot; (2) that a saw cut of the curb on the north side for the driveway entrance be made in such a manner so as to maintain the current flow of water into the storm sewer; (3) that a utility pole be relocated to allow access for the entrance to the business to a location agreeable to the Superintendent of the Oglesby Electrical Department and (4) that a final landscape plan be submitted for review at a later date.

 

During discussion about the project, Commissioner Rivara asked who would bear the expense of moving the utility pole, noting that he estimated the cost to be more than $3,000.  It was noted that the cost could be paid from TIF funds.  Commissioner Yborra questioned whether landscaping fell under the city’s review.  AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

 

MOTION BY DANEKAS, SECONDED BY PORTER (with regrets) to accept the resignation of Dominic Rivara from the Zoning Board of Appeals.  AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

 

MOTION BY YBORRA, SECONDED BY PORTER to go out for bids for the water main for Oglesby Senior Housing LLC (Stough Group). Commissioner Yborra explained that Stough Group had asked the city to bid the project out and to get permission from the Illinois Department of Transportation. Stough Group will reimburse the city for the costs of the water main.   AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

 

MOTION BY YBORRA, SECONDED BY PORTER to go out for bids for the combined sewer separation project on Florence Street.  Bids will be opened 10 a.m. June 20th at City Hall. Commission Yborra noted that the project would move 90 catch basins from the sanitary sewer and that this project will be paid for with bond proceeds. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

 

 

MOTION BY YBORRA, SECONDED BY RIVARA to grant Ameren IP’s request to lower the gas main at Route 351 and Walnut Street and 351 and Second Street for the Illinois Department of Transportation project (aka Four Corners Project). AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

 

COMMISSIONER/MAYOR REPORTS:

 

COMMISSIONER RIVARA

1.      Said he thought the electrical department’s work on the Four Corners project would be wrapped up this week – weather permitting.

2.      Has asked the electric department to begin an electric audit.  Rivara said the city will be counting metered and unmetered night and security lights in the coming weeks.  The city will also look into testing commercial and 3-phase meters to ensure they are recording usage correctly.

3.      Thanked electric department employees for their help as he tries to gain an understanding of the department’s practices and policies.

 

COMMISSIONER YBORRA: 

1.      Reminded residents that the work on the Four Corners project will start in early June and asked residents to be aware that there will be road closures on Route 71 during the summer.

 

COMMISSIONER PORTER:

1.      Read a prepared statement voicing his “vehement” opposition to the decision to not fence in the “beer garden” area of Summer Fun Fest. (A copy of his statement is attached).  In summary, Porter said he felt the “decision to not erect this fenced in area is irresponsible and would place an added burden on the emergency services that are responsible for maintaining an orderly atmosphere at this event.”  Mayor Finley countered that a decision had not been made and that the issue would be discussed at the May 19th meeting of the Summer Fun Fest Committee, of which Mr. Porter was a member.
 

MAYOR FINLEY

1.      Reported that he had attended a meeting of the 2140 Club at LeHigh Park.

2.      Reminded residents of the May 19th meeting of the Summer Fun Fest committee.
