A MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, AUGUST 15,, 2011, AT 7:00 P.M. IN THE COUNCIL CHAMBERS.

MOTION MADE BY PORTER, SECONDED BY YBORRA to grant permission to Operation Claus to go through town on their annual toy drive, Sunday, Oct. 2. AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY RIVARA to approve the raffle license request from Support Our Schools. The group incorporated earlier this year, making it necessary to apply for a new license. AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY DANEKAS, SECONDED BY YBORRA to place the State of Illinois Sales Tax allotment of $26,995.34 on file. AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY RIVARA to accept the Motor Fuel Tax Audit for the years 2008-2010. AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY DANEKAS, SECONDED BY PORTER to accept the Professional Service Agreement with Jacob & Klein, Ltd. For the 4th Amendment to Oglesby TIF 1. AYES: DANEKAS, PORTER, RIVARA. (YBORRA ABSTAIN) FINLEY, MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY RIVARA to approve the amended wage and salary ordinance for the police chief and assistant chief of police. AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY YBORRA to approve the purchase of a new squad car for the police department. Commissioner Porter explained that the bulk of the cost of the squad car would be paid for using drug and impound fee funds. Porter said he expected the city’s share to be “well under $3,500.” AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY RIVARA, SECONDED BY YBORRA to seek a permit from Illinois Department of Transportation to install an underground electric cable beneath Columbus Street to serve the Stough Group’s senior housing complex. AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY PORTER to seek bids for the relocation of a water main on Maple and Watson Avenues and Second Street. Bids will be opened at 10 a.m. on Tuesday, Sept. 6. Commissioner Yborra said that this work would be done in conjunction with the storm sewer separation project and will be paid for with bond funds. AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY YBORRA to place an agreement with Utica Fire Protection District for dispatching services on file. Porter said the district pays the city $11,000 a year in the agreement, which is “fair for both parties.” Porter said the city and District have a great working relationship and he looks forward to working with them in the future. AYES: DANEKAS, PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

The Mayor then opened the floor for public questions and concerns:
1. Greg Stein asked the city to address TIFs, calling them “urban sprawl,” and noting that the agreements result in old buildings being abandoned in place.
2. Drew Merriman again asked the city to look into the location of residents’ burn barrels, saying he has been “cruising alleyways” and notes that “3 to 4 people on any given alley are in violation.” Porter responded by saying that the police department had acted on his complaint, but that they wouldn’t be going around town looking for violators.”
3. Steve Turri asked about the revisions to the TIF and the upcoming meeting. It was explained that the changes being made were prompted by LaSalle County’s efforts to clarify the legal description and boundaries and also to remove Commissioner Yborra’s property from the TIF. Yborra went on the explain, after a question from Stein, that removing his property from the TIF avoids any claims of conflict of interest when the council addresses matters pertaining to the TIF.

COMMISSIONER/MAYOR REPORTS:

COMMISSIONER DANEKAS
• Said that a special meeting would be scheduled to address the city’s utility and telecommunications taxes.

COMMISSIONER YBORRA
• Noted that several projects would be starting in the next few weeks including, resurfacing of several city streets and work on the storm sewer separation project.
• Said that four of the lift stations would soon be getting auto-dialers, which alert employees when there is a problem.
• Announced that the water tower is up and running.

MAYOR FINLEY:
• Reminded residents of the Farmers Market on Thursday from 4 to 6 p.m.
• Announced a public meeting concerning the Fourth Amendment to Oglesby TIF 1 on Tuesday, August 23, at 5:30 p.m.
• Said that Illinois Department of Transportation would be closing a stretch of Route 71/351 for box culvert replacement on August 22.
