A MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON TUESDAY, SEPTEMBER 6, 2011, AT 7:00 P.M. IN THE COUNCIL CHAMBERS.

MOTION MADE BY RIVARA, SECONDED BY PORTER to grant permission to Oglesby Knights of Columbus to hold their annual Tootsie Roll Drive on Saturday, Sept. 17. Commissioner Porter cautioned the group to exercise caution because of all the road construction work being done at the intersection. AYES: PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY PORTER to donate $200 to the Illinois Valley Chapter of the American Red Cross. AYES: PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY RIVARA to place the Illinois Motor Fuel Tax allotment of $8,283.53 on file. AYES: PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY PORTER to place on file the bids for the Watson and Maple Avenues and Second Street water main relocation. Yborra said the low bidder, John Pohar, came in $68,000 less than the engineer’s estimate. AYES: PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY RIVARA to enter into an agreement with the Utica Community Fire Protection District for dispatch services. (Ordinance No. 766-090611). AYES: PORTER, RIVARA. YBORRA FINLEY, MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY YBORRA to place on file an ordinance addressing the illegal consumption of alcohol. AYES: PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY PORTER, SECONDED BY RIVARA to place on file an ordinance making the sale of MDV/bath salts in the city illegal. Commissioner Porter explained that while the state had recently passes a similar law, the area Drug Task Force had asked local communities to pass their own ordinances addressing these types of substances. Attorney Andreoni explained that municipalities could react more quickly to changes by the manufacturers of these substances than the state. AYES: PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

MOTION MADE BY YBORRA, SECONDED BY PORTER to accept Ordinance (No. 767-090611) which increases telecommunication and utility taxes. AYES: PORTER, YBORRA, RIVARA. FINLEY, MOTION CARRIED.

The Mayor then opened the floor for public questions and concerns:
1. Resident Sarah Cudlip asked about a flier residents had received lately promising lower electricity rates. Commissioner Rivara said that customers of municipally owned and operated utilities were exempt from deregulation and cautioned that “you don’t get something for nothing.” Cudlip also questioned how another electric company could come in and use Oglesby’s resources. She commended the city electrical department, noting that outages are rare, and when they do occur, the crews are out almost immediately fixing the problem.

COMMISSIONER/MAYOR REPORTS:

COMMISSIONER RIVARA
• Said an electric outage was planned for Saturday, Sept. 10, starting at 6:30 a.m. for the area west of I39. Rivara said he expected the outage to last about 4 hours. The outage is necessary to switch over a line at the Mallick Substation.
MAYOR FINLEY:
• Reminded residents of the Farmers Market on Thursday from 4 to 6 p.m.
• Encouraged residents to drop off plastic bags at City Hall. Advantage Logistics is donating a park bench made of recycled bags to the city and will donate a second if enough bags are collected.
• Reminded residents of Harvest Fest, which is Saturday, Oct. 1 and includes the Scarecrow Scramble.
