A MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, SEPTEMBER 15, 2014, AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.

PRESENT: COMMISSIONERS DANEKAS, PORTER, YBORRA, MAYOR FINLEY, ATTORNEY JAMES ANDREONI AND CITY CLERK BECKY CLINARD.

There was no comment from the public at this time.

A MOTION WAS MADE BY PORTER, SECONDED BY DANEKAS to approve the Park Board’s request to have a tag day, Saturday, October 18, from 8 a.m. to noon. AYES: DANEKAS, PORTER, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY PORTER, SECONDED BY YBORRA to accept the letter of recommendation from the Zoning Board of Appeals regarding the request from Eleanor Rapp to rezone property at Walnut and Mallick Road from A-Single Family to E-Light Industrial. Attorney Andreoni explained that the property was annexed into the city when Advantage Logistics was built. All property annexed into the city comes in as A-1. At the time, there was no reason for the property to be zoned differently. AYES: DANEKAS, PORTER, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY YBORRA, SECONDED BY PORTER to approve Ordinance No. 872-091514, which grants the zoning change request by Eleanor Rapp. AYES: DANEKAS, PORTER, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY YBORRA, SECONDED BY PORTER to approve Ordinance No. 869-091514, which grants a special use permit to GTI for a cannabis cultivation facility. The earlier zoning change removed the final hurdle for the special use permit. AYES: DANEKAS, PORTER, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY PORTER, SECONDED BY YBORRA to authorize the purchase of an ambulance for Foster Coach. AYES: DANEKAS, PORTER, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY PORTER, SECONDED BY YBORRA to not enter into executive session after an informal poll indicated that it was not necessary to discuss the police agreement before voting to place on file. AYES: DANEKAS, PORTER, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY PORTER, SECONDED BY YBORRA to place the labor agreement with the Fraternal Order of Police on file. AYES: DANEKAS, PORTER, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY PORTER, SECONDED BY YBORRA to place Ordinance No. 873-100614, which modifies the terms of employment including the wage structure for the police chief and assistant chief. Commissioner Danekas questioned language changes concerning a retiree’s family insurance coverage. Danekas said he was not comfortable with the split. AYES: PORTER, YBORRA, FINLEY. NAYS: DANEKAS. MOTION CARRIED.

The Mayor then opened the floor for public comment on any item. Noone chose to address the council at this time.


Commissioner Reports:

Danekas had said that a look at the sales tax figures since Love’s opened showed a 14 percent increase in sales tax, amounting to approximately $15,000 in four months. He called the increase “a good thing for the city.”

Yborra asked Andy Washelesky to give an update on the street program. Washelesky told that council that the project was about one-half completed.

Mayor Finley reminded residents that petitions were available starting September 23rd. He also talked about the activities planned for October 18 in downtown Oglesby as part of Harvest Fest.
