A MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, APRIL 16, 2015, AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.

PRESENT: COMMISSIONERS DANEKAS, PORTER, RIVARA, YBORRA, MAYOR FINLEY, ATTORNEY JIM ANDREONI AND CITY CLERK BECKY CLINARD.

A MOTION WAS MADE BY PORTER, SECONDED BY YBORRA to approve the regular meeting minutes from March 16, 2015 meeting. AYES: PORTER, RIVARA, YBORRA, FINLEY. PASS: DANEKAS. MOTION CARRIED.

The Mayor then opened the floor to the public for questions concerning agenda items. There were no comments from the public.

A MOTION WAS MADE BY YBORRA, SECONDED BY RIVARA to accept Ordinance No. 894-040615, which authorizes the assignment of the agreement between the city and Hometown National Bank. The agreement rebates back a portion of the hotel motel tax that is collected each year. The agreement has 5 years remaining and the percentage of rebate is 25 percent. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY RIVARA, SECONDED BY PORTER to accept Ordinance No. 895-040615, which rezones territory in the city of Oglesby. Attorney Andreoni explained that this just provides documentation of an earlier zoning issue involving the TJ Daley transfer station. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY YBORRA, SECONDED BY PORTER to seek bids for the river access project, which is funded in part by a grant from the IDNR. The bids will be opened at 10 a.m. on May 4. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY PORTER, SECONDED BY RIVARA to enter into a letter of intent with the Economic Development Council of North Central Illinois. Mayor Finley told the council that he has participated in the formation of this group which will represent three counties in a regional approach to economic development. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY PORTER, SECONDED BY RIVARA to grant permission to Oglesby Boys Baseball to hold a tag day on Saturday, May 2, from 8 a.m. to noon. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

A MOTION WAS MADE BY PORTER, SECONDED BY RIVARA to grant permission to the Oglesby Ambulance Association to solicit door-to-door for their annual pork chop dinner. The motion also included the provision to waive the $25 fee. AYES: DANEKAS, PORTER, RIVARA, YBORRA, FINLEY. MOTION CARRIED.

The Mayor then opened the floor for comments.

Greg Stein asked about the Oglesby Ambulance Association. Commissioner Porter explained the roles of both the Ambulance Association and the Firefighters Association to Stein.

Tony Dennett asked about the work going on near Fisher Auto Body. He was told that the city is putting a new water line in before the resurfacing work later this summer.

Mayor and Commissioners’ Reports:

Commissioner Rivara said that a scheduled outage at Wire Mesh to replace a transformer will correct the flickering light problem. This has been an ongoing problem for quite some time.

Commissioner Yborra updated the council on the water main project and the Walnut Street resurfacing project set to bid on April 24th. “Things will be a lot better,” said Yborra once these projects are completed.

Commissioner Danekas thanked the residents for the opportunity to serve on the council for eight years. Danekas did not seek re-election. Danekas took the time “to set the record straight” on claims made by those campaigning for mayor. Danekas pointed to one of the candidate’s tax bills, noting that the taxes paid by the candidate had actually gone down the last four years. Danekas blamed declining home values as the reason the city needed to increase its rate, and that the city raised rates just to make up for the declining values. Danekas said he felt that costs “were pretty well contained” and that the only way to cut costs further was to cut services to residents, lay off workers and outsource “a couple of departments.” Danekas said that anyone who promised to cut taxes and utility rates, “can’t do it.”
